That's wrong. You have to use the SECOND limit break of each tier for x amount of kills to unlock the next tier. If you stick with the original limit break (for example never changing it, or changing it, not liking the second limit break, and switching back before reaching the ~80 kills needed) you will never unlock more than the first tier.
Well no, at most you'll likely accidentally unlock the second tier as it's the only one that DOESN'T require kills and only requires you to use the second unlocked (in the first tier) LB ~9 times. After that though it's an actual effort to unlock more, not difficult but something that doesn't magically occur naturally and, in fact, won't happen AT ALL if you stay on the first tier.
As for continuing to prove you wrong even more, the 4th tier is actually impossible to earn without getting a special unique item - most of which are hidden in very obscure ways that most players will never find without a guide and some which involve picking the "correct" choices at odd times you'd never expect. Hell, some are completely side things you'll never see without knowing early in the game to do this thing then going back and doing this thing in this place again to trigger this other thing.
So again, it is a fucking stupid metric.
