If he wants to do anything beyond milking his share from the Three Families, he's eventually going to have to provide food, water and housing for the common man. If he doesn't want to rely on brain draining NCR for the next century, he's going to have to offer education. If he doesn't want people hopping the border he's going to have to provide a relatively decent quality of life. If he wants to keep his money tied up in the Mojave, he's going to need to diversify and reduce his reliance on NCR imports. Caesar is the best ruler for the mojave.
He built his army by unifying a huge amount of warring groups, a crucial step in lifting humanity from its broken tribal post war state.
Slavery is surely evil, but allows progress and development in a way the NCR cannot compete with. The inhabitants of the mojave 500 years later will only see benefits from the work of slaves.
Ultimately, and caesar explains this as his primary goal - the new world cannot be rebuilt in the style of the old. The NCR's desperation to revive the old world will only lead to a repeat of the total worldwide catastrophe the destroyed the world.

I remember the first time I played NV I tried to stay in Freeside doing all the quests and stuff for about ten hours before Id go into New Vegas itself. I did the Kings Quests and tried to kill Pacer secretly for what he did. I was shit with guns and didn't know melee was a silent killer, Everyone heard me and I had to go off running. I came back later and used console commands to make the kings peaceful to me but when I did the quest for the NCR to take out Pacer It immediately failed. According to the credits, It was as though I didn't even do the quest, just completed the game for NCR.
Anyway back on topic, Does anyone else feel worried that the King makes people pay for water when they already use all their cash to fuel their addiction or trying to get out. I wish I could have used that favor to make the Kings give out water freely.

if you are the courier yes but wastelanders have lower HP and can't be as accurate as you can. there's a reason that the Silver Rush is mentioned as being a favorite of "well heeled" wastelanders. put one of those weapons in the hands of a lowly, abused grunt and it might not end well.

the plasma rifle has a higher damage than those guns, if even a low level character like a fiend catches you by surprise with one they can kill you before you have time to aim. unlikely, but it's happened to me before. those kinds of weapons should be sold at high prices or locked away so only the most responsible people will have access to them. and say what you will about the brotherhood, but no one in the wasteland understands responsibility more.

Contrary to first impressions, the Legion is not *just* sticks and machetes. Their logistics - supply lines, communication, etc. - is on probably better than the NCR's, and there's no question that they're better at living off the wasteland than the Brotherhood would be. And, of course, their assassins and other heavy hitters utilize advanced technology like antimateriel rifles and plasma grenades.
While I'm sure the final push involved heavy use of "sheer numbers", it would probably preceded by a long, patient siege cutting off the Brotherhood's access to food or water, as well as every-hour-of-the-day harassment from snipers and sneeki breeki C4 bombings.

You know, THE elite, the literally best fighting force NCR has to offer, probably the best fighting force of post-nuclear America, armed with, yes, Anti-Material Rifles and all other kinds of deadly and efficient weapons. Also, First Recon was there, a bunch of dead-eye snipers.
And they were defending. And they still had to retreat from the dam itself and booby-trap an entire city to halt Legion advance and finally make force them into retreat.

Well, I'm sure NCR had more than Service Rifles when they dealt with BoS as well. Though maybe they just used AP ammo when forced to engage, and it was mostly a war of attrition.
Do the NCR and BoS ever fight it out, scripted or non scripted? like how NCR vs legion troops sometimes cross paths and start fighting. Would be cool to see who would really win in a fight.

Let's get something straight once and for all. The reason why people assume Independent is the best ending for everyone is because of the open ended nature of it. At most, the game can only say that the Courier is motivated by idealism or anarchy should he win. It says nothing about his leadership qualities or any future plans he should have in mind for the Mojave. We see what the effect of the evacuation of the NCR has on some communities and for the most part, Goodsprings is the only town that benefits whereas the other towns had other issues independent over who's governing the Mojave (unless the Legion wins). The Followers are overwhelmed with patients in either case. They may have dealt with all of the factions in the ideal way (House's way). So it's up to the player's imagination to how they would manage the Mojave.
That being said, with all the ridiculous things the Courier can achieve (in terms of gameplay, he can bemore perfect thant literally any other character), this gives people license to assume that their OC Donutsteel of righteousness is the best possible outcome over established regimes of NCR, House, or Caesar. No shit this ending is the best if your character can make anime real. But that's not fitting within the theme of the game if that were true.
What about the resources of the Sierra Madre, Zion, Big MT, or the Divide? Let me ask you: In what ending couldn't the Courier pledge those resources to the faction he's loyal to? The NCR with the Securitron army? Mr. House with the replicators? Caesar with the land of Zion? These things are equally under your imagination as well, there's no reason why the Courier would use them to help in one ending but not in another.
What I'm trying to say is the independent ending is wildcard for a reason. It may be the most attractive because you probably did everything right but it's also potentially the worst state if you didn't. Assuming your ending is the best is just a headcanon.
