The FOX engine was already in development around the time Peace Walker started development AFAIK. PW is one of the only Metal Gear games where Kojima knew he wanted to make a sequel afterward, and development on V started right after PW shipped.
The FOX engine version of Rising was scrapped because it didn't work well with the Zandatsu mechanic, according to Platinum.
