It's a rumor, but a likely one. The question is when will it come out and if it will just be an upgraded PS4 or a whole new console from the bottom up.
Sony wants 4K to get adopted and more and more 4K tvs are getting sold as they become affordable. Not to mention VR being the next big thing. They need stronger hardware sooner than the normal console lifecycle will allow.

The entire point is a fixed platform with ~6 years of support with the focus on good games over brute force. Accelerated hardware cycles, higher retail price on games, and paid online add up to an extremely questionable proposition for the consumer.
If console platforms don't want to sell their systems as loss-leaders anymore, that's fine, that's defensible. But don't try to get around the power gap with PC by forcing more rapid upgrades. At that point, it just makes more sense to go PC.

14nm allows at least double performance for the same price, but price is not the limiting factor. Thermals are and 14nm offers 2.5 to 3 times better performance for the same power.

I'm fine with it. Means old PS4s will be cheap. I've only got a TV with 1080p, and a HDMI sound system (Sony HTCT 100) that only pushes 1080p video.
I see no need to upgrade TVs for resolution. If a ~45" OLED screen hits the 3-600 dollar price point, and it happens to have 4k resolution, I guess that's fine. I would still wish for an even cheaper 1080p variant, but I guess I'll put up with a resolution that I'll never use in exchange for OLED goodness. But 1080p is just fine for me, and that's the resolution that my WiiU, PS3, and Roku 3 will be pushing, anyways.
4K isn't that special to me, and I don't know why it would be to anyone else, either.

But no cheating. Nobody is going to overlook the fact that the current PS4's generation is officially ended if PS4.5 is real. It'll be remembered as the console with the smallest library and shortest life compared to its predecessors.
It definitely feels like a rip off if the spec difference equates to different visual fidelity performance outside of resolution, compared to the current model. Pretty sure PS3 slims had larger hard drives and smaller chip sets as well as Bravia TV support but even an original 600 dollar PS3 can play the latest and last PS3 games.
The idea that a console has to compete with high end graphics cards on PCs, which is somehow ingrained into fanboy minds, is pretty sad. I just buy hardware for the games. If I wanted more graphics I'd pay more for a PC.

It will be interesting to see how people will react to a new Nintendo console (my guess is, "not well"), and there is ample evidence that the N3DS is selling horribly, and was a really bad decision all around. I know several people with 3DS's, and not a single one of them is willing to purchase a new handheld. They will literally quit playing the old 3ds first.

A good chunk of the sales for the PS2 and PS3 come from having DVD and Blu-ray support while being cheaper than the competition. Sony wants to see a boost in PS4 sales by being the first console to support 4K media.
It's unknown if we're going to get a substantial hardware upgrade here, if devs will prioritize the 4K version over the original PS4, or if this is just a slim revision with a new HDMI port. Got to wait until E3 for that.
