Like the one researcher who wanted Ganondorf vs Dracula, that would have been a fun fight with much more in common between the two individuals. Like Captain America vs Batman is such an infinitely better match up than him against Spider man just because the two are similar and quite evenly matched and the themes they have are much better suited for one another.

Sand bending follows basically the same rules as earth bending, she just has to be able to feel it to control it, just like how she can control earth even in mid air, she just had more trouble with it then cause she was new to it. Since then Toph has improved in sand bending so I doubt that controlling air born sand would be that much harder.
The library was flooding with sand but not actually sinking, the part she was holding never moved as long as she held it.

Materia are exchangable by system in FF7. So their best reference with canon is what he started with in FF7 and what he's given in Dissidia.
