There is a distinction, but Jigglypuff has the wonderful position of managing to be both.
Rest is, with the possible exception of Melee's shine, the most broken and janky move in the series. It's a frame 1 move that KO's most characters almost instantly.
As soon as you give Jigglypuff a way to reliably combo into it, she's completely broken. Without it, she's shit. As long as Rest exists on her moveset, Jigglypuff will never be a well-balanced character.

Jigglypuffs problems are compounded by the overall design of Smash 4 in general.
-Everyones Hitboxes are too small
-Everyones fucking animations are really long ON TOP OF too much landing lag
-her gimmick is rest kills or gimping and carrying people out to the blast zone, but because everyones recovery is too fucking good or has too much priority she cant do shit
-Projectiles and keepaway rule this game in a harsh way and since aerial momentum is ruined she gets out-puffed by every character
Smash 4 is basically Jigglypuff's bane because of its overall bad design. She has to hard read almost EVERYTHING, and even then at best she gets a okie situation out of it. It's fucking retarded. I hate puff just to say, but she got fucked in a unfair way in smash 4.
Is there anything in this game safer than Jigglypuff's fair? I don't understand how a character with that move could be the worst.
Give Jiggs a kill throw and all of a sudden she becomes a ton better without having to give her a dramatic overhaul.
