I'm gonna side with Avellone's self insert on this. If everything Caesar says is true then we're fine. But more than likely it'll turn on itself and the insane fanaticism he's grown will just cause the hundred new tribes to all claim they're the true heirs of Caesar.

Caesar's Legion would have made a lot more sense if NCR had been founded sooner and Caesar did his thing while NCR was still fairly young and struggling.
As it is, it's 200 years after the bombs and NCR has been doing fairly well for the last 92. The wasteland has been survived. The only things standing in NCR's way is human nature and lack of resources, neither of which Caesar can do anything about. He can delay the inevitable with a low-tech, greater-good ideologically driven society but trying to do it this late in the game is just setting humanity back.

The right one? as in better? As in morally superior? i never implied it was the best in every way, or that it was the position that held the moral high ground. The whole op was just about whether or not there were legitimate reasons to side with the legion which according to some philosophies there could be.
The whole idea of the legion is that it takes after the roman empire. One of the biggest strengths of the old roman empire was its dominating culture of assimilation and its pragmatism. Ceasar in the game takes after ceasar of old rome too, on a few different levels which you might not be aware of if you dont know history. One big way is both ceasars are shamelessly expedient. When the real life ceasar had an immigration issue on his hands he mobilized his army and used it as an excuse to increase his wealth and fame. He slaughtered the men of other tribes. He wrote about how he admired the barbarians for standing up for themselves and fighting for their liberty, but he mercilessly crushed them because he felt that was what was best for himself and rome.

But even for the player character who's basically a billionaire by wasteland standards by the end of the game running out of ammunition if you're using a machine-gun is a big problem and he's just one guy. Trying to mass issue machine-guns and the bullets to use them when the NCR is already spread so thin is really un-economical compared to just using regular rifles.

Its because its more pragmatic to have the new recruits at the front. It keeps your most precious assets (your veterans) out of harms way until they are needed.
This is how the romans in the real world organized their armies. Their recruits were already incredibly trained and disciplined, what they needed to complete their training was to be battle hardened. There is a sort of battle confidence and intuitiveness that is only possible after you have experienced battle, thats what they needed.
Absolutely no point to send the veterans in first. If the situation turns out to be more hairy then you thought and you lose the troops you just lost some of your best all to find out what you could have found out by sending in raw recruits.
What if they send in the most experienced troops first and they mop up the enemy? the raw recruits will not get a chance at battle and they will stay weak.

It's easy to believe horses wouldn't survive a nuclear apocalypse of Fallout's type, but disregarding that, the ability to domesticate, train, and breed horses would have significant effects on the way the Fallout world. They would have sweeping effects on the way that societies run, just as they did in real life. Saying "there are no horses in the Fallout universe" allows the creators to make transport, physical labour, and inter-community travel conform to certain rules that horses would shit all over.
Working vehicles have similar effects on the lore, which is why anyone who cares about the lore will be very careful in who has them and can use them, and the only canon Fallout game to give the *player* a vehicle is Fallout 2, which did its absolute best to prevent the player from getting immersed in its own world.
