From what I have heard from someone who worked there, they really had an over ambitious approach to the game.
It was scripted to had grand battles, like a removed battle against Haytam which ended up being cut weeks before the game became gold, whole segments got canned, cohesion in narrative also got ditched.
The main reason for this is one, the writers wanted a lot of stuff that could not really be easily transitioned into videogame form, so that is why the pacing and narrative is really awkward at some times, and two, the game was rushed since they had their madden-like spree of releasing the games one after another, they were over staffed, across 3 different studios with more than 500 people working on it at the same time and a managerial nightmare to actually get people to cooperate right.
The Desmond segments were done by people hired on the spot, a new team, that is why they are the most awful done in the game as well, or why when you kill people in abstergo the bystanders just stroll casually not giving a fuck, the ton of bugs are also because the game was approaching release and they had not finished programming everything in, so most of the bugs found out were classified as WILL NOT FIX, that is why we ended up with the save corruption, new york hell glitch (truly the worst one) among several others.
It is really a shame because they actually had a fucking phone book-like fat page manual about the game and everything it had and was going to have in it.

In a weird way it was my favourite. They always advertise every single entry in the series like "and now there's x people and they all do super fucking detailed animations and it feels really alive" but no single AC actually felt as wholesome as this one. This one actually gave me a bit of that feeling where it feels like an alive game world where I take a part in and actually have an impact as a player. I liked the setting, the characters and the story kinda grew on me.
Gameplay wise it was a bit of a mess at times but eh. Not like I was hoping for much, play one assassin's creed game you've played them all. The concept grew stale long before this entry.
