While I also adored 1 & 2, 3 was stil la great game. I think most MP fans just hated it because it was in Brazil, and didn't let you skip cutscenes.
It was also the penultimate MP game for BRs, who were the only fucking people who even played the awful MP.

Remedy knew it was over and Rockstar proved that continuing to use Max is not a good idea at all.
Max already lost everything a man could lose and care about. He had his revenge and learned to deal with it. There's nothing more to add. No pain can be imposed to him that's comparable to what he already went through. Max Payne is done, and that's okay.
Is 3 good? I've had it for a long time but I never played it. From what I can gather, you need to play the first 2 to get the story
