I think they mean that they see the writing on the wall for consoles. Playstation and Xbox are both already DRM-PCs which exists solely to force exclusivity and double-sell internet access, which the PC marketplace leaders have been pushing hard to tear down, and will have their final victory before there can be another next generation.
Nintendo has been the holdout from straight DRM, by having instead the physical gimmicks. If this is true, what they're saying is they've recognized that even that age (the age of gimmicks) has passed, and that the NX will be their last console because it's their last gimmick. After which they'll move on to other things (VR on open systems), along with everyone else.
