That is true however, the devs are primarily PC developers so it is kinda understandable.
Frankly I don't see much issue of SCE being more lenient with porting games to PC, it's cheap/easy and wouldn't really affect sales of PS4, PC gaming is popular sure, but most people who own PS4 generally don't own decent enough gaming PC's anyway.
