You're confusing him. Wait until level 20 to use a master seal on characters. If you plan on benching someone soon there's nothing wrong with early promoting to help with a difficult chapter like 10. Note that promoting ONLY occurs with a master seal. Using a heart seal, marriage seal, dread scroll, etc only changes their class. It does NOT promote them, allowing them to gain the full 20 levels before promotion.
DLC classes, the servants and Gunther are an exception since they don't need a master seal to promote. They'll just keep gaining levels.

Each character has an internal level, that maxes out at 40 (unless you use Eternal Seals, which are only feasible if you grind the heck out of the game, and you should always play the game without any grinding, even in Birthright, because it ruins the game's strategic dimensions).
If you promote before Level 20, you're character will only reach level 20 in their new class, and then stop. so if you promoted at Level 10, your character will only get 10 levels in before promotion, and 20 after...you're missing out on 10 total levels. Also, promoted units gain EXP slower.
Things that would make you want to promote early:
1. You're not going to hit 20/20 levels. In my Birthright no-grinding run, none of my characters hit their max level cap, although some came close.
2. You're not going to use the unit to much in late-game, so it's OK if you miss out on potential late-game benefits.
3. You're going to need to start getting their weapon rank in the promoted class up early. E-rank weapons suck and you don't want to be training this in the lategame.
4. You really need something from the promoted unit early, like skills or mobility. I promoted Niles early since my Felicia died and I really needed an extra staff user.
Am I the only person who likes Conquest's story more than Birthright? Sure, it has some dumb plot points, but at least it's trying to be something unique, instead of just generic "let's band together and defeat the evil empire."

This is true. I'm on Chapter 22 Birthright and I've stopped doing those extra maps as the majority of the units I use are promoted and between level 8-10 or 28-30 in the case of promotions that don't reset your level.

Conquest is the best route gameplay wise.
A lot of objective variety, good challenge, good map design, good enemy AI. It's probably the most solid FE since PoR.
Story is still shit though, so don't expect that part to improve.
