By doing a few VO gigs for cheap first, getting a portfolio you can market then applying for vacant positions.
It's easier than ever today, just make some youtube shit with your own VO (the video itself doesn't have to be good, your VO does - but of course if the video is good, you'll get lots of hits and are more likely to be seen)

Most video game voice actors actually are decent actors. Vocal exercises and learning how to act a role will help with your range. After that it's all about getting your foot in the door.
