The IP is literally irrelevant, and Formula Fusion might as well be set in the same universe for all the difference it makes.

Considering all the devs have scattered to different studios and are already working on spiritual sequels, no.

The ones left at Sony are now called Firesprite and made some awful AR waggle simulator. It's possible they could make another WipEout but without the full team it wouldn't hold a candle to HD/Fury.

Nope, all there is left now is a bunch of indie developers that "take inspiration" from the series and are pretty much just clones of WipEout and other AG/arcade racing games. Formula Fusion, Redout, GRIP, BallisticNG.
Although I'm not exactly complaining, if these games do well maybe other devs will see value in the AG racing genre and bring it back from the dead with some more original titles.
