If you mean on a competitive level there are only 5 or 6 viable characters according to Xiao Hai.
And before someone inevitably goes 'but that's just one person's opinion!' that one person is the best at 98 and the vast majority of KoF games by a massive margin and is undisputedly the best KoF player in the world.
Off the top of my head he said the viable roster is: Iori, Chizuru, Daimon, Chris, O. Chris and O.Yashiro. Mai is also viable but only as an Iori counterpick. If Iori is not being played neither should Mai.

Kyo is the weakest, the used to be considered top tier but suffers from having bad matchups against the other top tier characters and so drops into the same area as characters like Robert who are good but not good enough.
