It's an upgrade that gets re-released roughly once a month and is responsible for GWX.exe, the upgrade advisor in your task bar.
Uninstall it, hide it and disable automatic updates and always check for this update before you update your OS. It will inevitably re-appear.
Also, learn how to take control of the GWX folder in your Windows system files and replace the original files with junk files with the same name.

Not him, but I pretty much never had any problems except when I tried to run Fallout 4. I installed service pack 1 and it actually fixed the issue. If there is any update to install, it is probably SP1. you can live without any other update.

That issue has been plaguing me since Windows 7. My HDD would randomly fuck off into 100% land and leave me lagging all over the OS.
That's why I got an SSD in the first place. It's powerful enough to not get to 100% even when Windows decides to shit on system the drive again.

I was a fucking Windows Phone user. You know, the phone OS that had a market share of 10% in Europe and 1% in America, but had all features released only for Americans.

I just don't believe that the internal devs are as bad as the marketing/decision people and UI designers.

The text mentions minor bugs that aren't fixed, but every new Windows iteration has a little nugget of a bug that gets fixed even though it only happens in obscure edge cases that probably only ever happened to two people or so.

They don't want a repeat of Windows XP where everyone stayed on the old version. That's why Windows 10 is a rolling release OS with forced auto updates and why they're doing everything they can to force their userbase on to 10.

Once their users are on 10 they have no choice whether they get the new tablet interface, or the new spyware, or the new 'security' update that locks out software from 'unknown' sources.
