Dino Crisis 2 is great if you want an action game with some survival horror elements.
Omega Boost is a hidden gem, very fun, fast paced and impressive-looking mech action game.
Vandal Hearts is one of my favourite SRPGs on the system. Has some of the best level design I've seen in the genre.
R-Type Delta and RayStorm if you're up for some shmups.
Umihara Kawase Shun, the best grappling hook platformer with near infinite replayability.
Vagrant Story too. The game's a huge mess that will probably confuse the shit out of you, but it's very rewarding once you get the hang of it and very unique.

They're pretty good imo,really nice and comfy atmosphere and although the controls are a bit clunky (as to be expected with a lot of ps1 games)

In the end, it's mostly pure luck.
Getting as much info, and preferably getting to check out the thing yourself before purchase help a lot.
If testing it out before purchase is not an option, and the guy selling it is very vague / doesn't reply to inquiries about the machine's condition, then you prolly better avoid it.
