Of course you can. We're still waiting on the theme park constructor that truly sets the standards in terms of ride customization. Planet Coaster seems to be going in that direction, focusing a lot on themes, having actual props and stuff in rides.

Do people like this exist anymore? Modern computing seems to have become nothing but full stack web devs, and modern game development just uses engines/frameworks for the majority of it, and even then the games aren't particularly great.

I'm kind of the opposite, I did Comp Sci and can code, but I've always wanted to make a game on the side. Problem is I'm shit at graphics/music, and lets face it, nobody is going to want to play a game that looks like ass. I think "game design" on its own is shit because like you say, it doesn't teach you anything about how to actually make games, just what games "should be". The only thing I did that's somewhat releasable is a 2D game where smart enemies learn your behaviour and track you down in a maze, but even that used ripped sprites so I'm not sure if I can release it anywhere. I suppose I could just change it to simple shapes or something.
tl;dr I guess just being able to code or just being able to design won't really get you anywhere.
Played the beta in november.
Cancelled my pre-order instantly.
