Ideal ending would be Legion fucking off, with House and NCR forming an alliance. House begins managing the strip more fairly and starts caring about the rest of the Mojave (convinced by the player, who has 10 Charisma, 10 Intelligence, and 10 Luck), and the NCR restricts its expansionism but stays on good terms and starts to project its influence via tourism and trade.
Really, making a decision between NCR/House/Independent is hard, but only edgelords go Legion. Legion (as depicted in-game) is just a bunch of raiders with a delusional leader.
