What's so great about Hayter as Snake, anyway? Why does he have such an ego about the role? His takes are usually forced and incredibly cheesy, which is fitting considering the material, but Sutherland knocked it out in MGSV. His portrayal managed to fit the tone of the game and MGS in general while still being able to be taken seriously. Even in other games, Hayter couldn't hold a candle to, say, Cam Clarke. Recasting Snake was purely apart of the ultimate ruse. It just rused Hayter harder than anyone. I don't even know if Hayter is aware of the twist.
By recasting Snake so early in development, the fans declared "That's not Snake!" "That's not the real Big Boss!" years before they would be proven to have been more correct than they could have ever imagined. By the time GZ came out, that hate for Sutherland was cooled, and we got a good year or so to get used to the change before TPP dropped.
It's the most clever thing Hideo ever pulled, and Hayter took it harder than anyone not being let in on the ruse.

After playing the game I don't consider this a big loss anymore. Not because Kiefer would have done his job well, but because the script for TPP was so garbage that all the experience and intimate understanding of Snake's character that Hayter has, that would have strengthened his performance, would not have had a chance to show.

The problem is that Hayter has deluded himself into thinking that he IS Snake, that somehow the franchise cannot exist without him. Unfortunately, Akio Otsuka is the one whom Kojima views as 'Snake' and the centrepiece of the franchise - Hayter is basically just a random asshole they picked off the street and you can tell Kojimbo was trying to get rid of him since as early as MGS3.
