Honestly, Pathologic.
It's frenetic, it's brutal, if you don't know what you're doing you'll get fucked up by a single enemy. If you do, you can demolish people.
Bam Ham felt good until you realized it was basically just an undercover QTE.
Zeno Clash 1 and 2 are pretty good, simple combat system but it's almost purely hand to hand.
Dying Light has some fluid melee combat too.
Dark Messiah is fun too but that's more in the territory of sword fighting, archery, etc.
Condemned: Criminal Origins is a good one for frantic melee encounters.
There's just not enough games that focus on hand to hand combat sadly.

The Arkham games are a good start. Sleeping Dogs I believe does it well and has more of the Bebop feel you want.
