Going from "Eh this is boring" to "OMFG LOOK HOW STRONK I AM" to "fuck why can't i get any upgrades, fuck this rng loot" in a couple of weeks. The only way to increase your power at higher levels of play is to do harder content which improves the drop rate of legendaries, which doesn't mean a whole lot because you're already drowning in them. The only thing that matters is that the randomly generated stats are perfect, That's so many layers of rng. So rng is in your favor and a legendary drops. Oh darn that wasn't the legendary I wanted, vendor that shit. If rng iseven more in your favor it'll be "Oh nice i got the item that i wanted... but it has shittier stats than my version of the item"
Please don't get too demotivated, this is probably just me getting burnt out over not having guaranteed ways to get upgrades after 50+ hours of play. A little bit of salt.
It's great fun once you get going, I would reccomend playing it with a friend or a long playlist in the background.

In the base game, there's only the campaign to play through, which gets boring very quickly
RoS adds adventure mode, which allows you to basically freeroam through every area and complete quests called bounties rifts, which are semi-random dungeons with a boss at the end, greater rifts, which is the same thing with basically endless scaling, a bunch of new NPCs to get loot and transform existing items

Sure, it's a great game and has influenced virtually ever ARPG since, but its predecessor D1 was vastly different, more akin to a roguelike. They don't influence the builds, they make THE BUILD. Because most of them are so cookie-cutter it would be stupid NOT to use THE BUILD it was designed around.
Plus you only get like 1-2 viable sets per character anyway. Sure, you can mix and match some of them (kinda), sure you can kinda make others work on low difficulties, but they won't even come close to the most popular set(s), especially if you aim to complete high level grifts. That's how you end up with 1, maybe 2 good sets (if you're lucky with current Blizzard balancing and your character gets good weapon set), and everything else if fucking garbage. 70% of sets are shit. 90% of legendaries are not even worth to Kanai them or serve a very specific function, like powerboosting or speedrunning.
Could this genre work with loot that was much less common but much more likely to actually be usable?

Every set can easily clear up to post T10 Grifts. No set rings make several 100% legendary build viable.
A handful of builds/strats/equipment/party/anything involving variability will always do a bit better than everything before it. The point is that all these builds can easily mow down content up to very high Grifts. If a massive enough difference exists, it is you, not the build.

And it's done because they have a different skill system that's based on your weapon damage and not how many points you put into a skill. They wanted a easy, flexible skill system that's easy to change on the fly. The system does that, but you need to tie damage into some stat or item, and that was done to the weapon and a stat.
Personally I'm pretty torn about it. I want to find items that fit my other characters but the current system doesn't allow that. On the other hand the smart loot means that I always get appropiate rolls for my char, and if I don't I can always reroll the stat at the Enchanter.

Like, really. Every number increase makes a difference and at that point its just looking for what gives you better numbers and what passive abilities are the best. Still a Set grind, but its made far more reliable and easier, especially to get your "Holy shit now THIS is my end-game" set. You can feel the definite progression after you get your set, instantly getting to move up 3 Torment levels. Along with legendary gems which are nice to level up. A pretty alright experience.
In the long run, just get RoS. Imagine normal Diablo 3, but add about +568 Strength and +9.5% Crit Damage to the content on that.
