Reviews are inherently subjective, and hence to accurately gauge a review you kinda need to know about the reviewers taste and read between the lines.
Also the devs clearly didn't pay the IGN reviewers fee.

In Crysis you kill dudes and drive cars. This game is floating simulator, you don't do shit.

Not only are you wrong in many cases, you are overly simplistic, except when applying this to games like adrift.
For this game it is fair, for a game like doom for instance, it would not be, and doom is not a complex game in any sense of the word.

Because it makes for a poor game, which the score reflects.
A game is played, not merely "experienced".
There is less difference between a walking simulator and a non-interative medium like a book or a movie than between this genre and any other game.
The saving grace of these kind of games has always been presentation and narration, things at which they can excel bar none, but adrift fails in that regard as well, so its score reflects that it is not nearly as good as things like firewatch or telltale games.
