Where sure if you want to be on THEIR store you need to request keys or whatever, but you can still pretty much make whatever, and upload it on the internet and others can download and install it freely as long as they enable the option to do so on their phone.

A TV is not a distribution platform. Its a peripheral device.
Likewise, the rift doesn't stop you from opening apps that come form "unknown sources." It has an *option* to prevent unknown apps - a feature that is standard in most devices.
