You know, I'd even say Cell saga should have been the end, just because I loved that idea of the Full-Powered Super Saiyan, where they basically turn the form into their natural state, that shit is elegant. I believe that mastery should've been the pinnacle of the Super Saiyan.
Vegeta and Trunks were used to demonstrate that more power =/= better. That's why the idea of a Super Saiyan 2 or 3 or beyond is silly because it's basically taking on that same principle.
Gohan's transformation against Cell wasn't even meant to be a "Super Saiyan 2", it was the release and full control of his latent rage powers, which is literally what DBZ was building up to (headbutt Raditz, kicking Nappa's face, etc.). It was "Super Saiyan" + "Gohan's rage".

The Androids were kind of cool because it sort of allowed humans and notsaiyans to not be Yamcha tier anymore, and cell had an excuse in that he was a genetic makeup of a shitload of powerful people.
I can;t remember if Buu is actually claimed to be powerful or just feared because he literally has no restraint in his Kid Form (Like his hissy fit when he just runs through the universe destroying everything because he can;t find the guy he was fighting)

A lot of the early mistakes are because that shit wasn't thought out because the switch to a ninja comic was a last minute decision. Switching Hinata for Sakura and not establishing nonsense like "he literally had no friends" just to contradict it later would just unambiguously improve the narrative. The rest is just sloppiness and being forced to keep working on a story and pump out merch long after you stopped caring.
