Because it's costly and too niche to make profit.
Dragon Age 1 actually has more robust tools than NWN2 but they're too complex for average virgin and the market is too niche nowadays.
Divinity Original Sin tools are also robust and literally the same tools that the devs themselves used.
Same with Witcher 2 REDKit.

Problem is you need to make your own animations and most people can't.
It's not like NWN where you have gorillion generic animation sets per each action/spell.

That sounds like something CD Projekt RED should have thought of when they made the tools. If you want your game's modding community to take off, you should provide enough resources to make modding at least somewhat accessible to a layman.

NWN simply came out at a time when animations weren't hard to do.
Nowadays you need much more complex animations due to more complex visuals.
Which is also why modern complex mods virtually don't exist outside of Skyrim and niche old games.
