I haven't been following the development, but from the few previews I've seen, I thought this was supposed to be PRIMARILY a multiplayer game. You discover plaents no one's ever been to before. I thought that was the entire point - to have a huge randomly generated universe to dick around in and play space Columbus with friends. Since that's not possible, what the fuck will you be doing in this game? Are there any resources? There's no one to trade them with anyway. Are there any NPCs? Missions?
I'm usually against ripping on games for being walking simulators. I believe they're good to play for relaxation for example. Some times it's just the nifty looking environments that draw you in, like Firewatch. That said, this thing looks to be an over-marketed walking simulator they'll probably be charging like 50 Euros for.

My guess, is that the game ended up being way more complicated than they first anticipated, and now need to do a more methodical roll out.
Start everyone off in a single player, and then hash together all their progress server side later. If the game is as expansive as they claim, no two players had high odds of bumping into each other early anyway.
Maybe doing it this way makes more sense in terms of actually implementing a game of this scale from a nuts and bolts perspective.

I wish I could be as optimistic as some of you guys but this is raising so many red flags for me I'm actually expecting Molyneux to join the team at some moment before launch.

Honestly, that's the first appealing news I've heard about the game so far.
Look at all the good having a persistent, massively multiplayer universe did for fucking Elite Dangerous.
Fuck mmos. Steam is full of garbage that would be good as a single-player game but has a forced multiplayer/PvP element. Look at any survival game/STALKER clone, it's a always a neat idea but ruined by chasing DayZ popularity.
