As long as they don't hit an alarm panel, yes.

It's been a while since I've played it, but I'm pretty sure you can hack the alarm panels so they won't go off even if an enemy activates it.

Foxiest of the hounds is if you get "Smooth Operator" on all missions.
You get Smooth Operator if you never trigger an alarm.
Alarms come from NPCs triggering that palm alarm that you can hack, Cameras that detect you, alarms from failed hacks and alarms from laser grids.
That ghetto place doesn't have Smooth Operator award after you finish it so you can run around and smack people around.
and EVEN if it does grant you Smooth Operator, you can still smack people around because THERE ARE NO ALARMS THERE
Though remember, if you want to get Ghost, you still need to be sneaky and not be seen.

Remember Ghost, is different from Smooth Operator
Ghost is if you finish a mission or mission segment without being detected. Smooth
Operator is if you finish without alarms.

Ergo, If you fail a hack and trigger the alarm but no one sees you, you get Ghost but not Smooth Operator
Likewise, you can disable all alarms in the level, like hacking the palm alarms NPC use, shutdown all bots/cameras/lasers, then proceed to shoot up the place, you can still get Smooth Operator but not Ghost.

Also robots AI are bugged so that if you set them to shoot down enemies, and it sees a dead enemy body, it will still count as "NPC sees dead body" and cancels out the Ghost bonus.
