I'd say blue. Yellow gives you a pikachu that refuses to evolve cuz it's a little bitch. That pikachu is also useless vs Brock because rock types are immune to electric, and later in the game pikachu has such low stat values that almost any pokemon is better. It wouldn't be a problem if that little bitch would let you evolve it.
