My read of the character was that his personal failure to protect his (and Dante's) mother provoked a sense of guilt and incited him to become stronger, as if that somehow rectifies his mistake (and theoretically prevents the same thing from happening to him ever again). I don't think he had anything in mind in particular when he said the line the OP.

Yeah, but in terms of Vergil's character he didn't change all that much from his DMC1 concept to DMC3. The main difference is that in 1 Vergil was corrupted as a child by the demons, while 3 shows that he was down with throwing away his humanity even before Mundus got to him.
