The main Japanese PC gamers I've interacted with were the communtiy around FHSW mod. They are still plugging away at a mod for battlefield 1942 to this day.
They fill up the prince umeboshi server every day at like 6AM EST for a few hours. I can't get low enough ping to play on their server anymore though. A shame.

Having a high-end PC is possible in Japan, thanks to Amazon. Maintaining it is a pain in the ass though. Most Japanese people do not understand English, so sites like pcpartpicker baffle them.
