You don't have to level your adaptability at all. If I can win the game in the company of champions with no ADP, anybody can win the normal diff with minimal trouble.
ADP is a beginners crutch. I don't even use it in pvp, and i've never missed it.

Most of the ones he will complain about are entirely avoidable
It wasn't just adaptability, I believe there was also a bug where your hitbox would not follow your character if you rolled (but it would return to your model after you completed the roll) and that's how a lot of "it was shockwaves bro" bullshit was explained, but that has been fixed for a long time.
And in PvP it's just latency.
Aside from the mimics and arrows being slightly too large the hitboxes were never that bad.

Not sure if you were around, but for a good month after DS2 launched people were convinced that Agility was a placebo. It wasn't until the PC version launched that people started to figure shit out.

Why would leveling adaptability help if the hitboxes aren't broken? Leveling ADP would tend to be far more helpful if there is incongruity between what you see and what damages you.

Actually you have to get ADP and ATT up to 99 if you want 120 Agility
