Nearly every game goes to sub 20 I can provide examples from digital foundry if you want. Even a shitty toaster would manage a few fps but I'm mainly talking about the ones who had a capable pc. Also you are dead wrong about the connectivity. There are tens of thousands of people on the ps4 who have shitty connection and use the wifi to make it worse. I know people who run on 5mbps and bring down the experience for everyone else but it's usually not obvious and blamed on the game netcode.
