Good stealth games make non-lethals quieter and quicker with the risk of them getting back up if found.

Because there used to be a time where not disturbing or killing an enemy in a stealth game was a challenge and lead to fewer consequences in the long term compared to shooting every baddie you mean. It's become a mainstay in the genre despite it now mostly only meaning limiting yourself to weapons with bullet drop, low ammo, and low firing rate.

Also, easier to explain away "accidents" that happen to your intended targets when unintended targets are still alive, and all they can testify to is "some drunk asshole threw a lead pipe at me"

In Chaos Theory you would get a higher stealth rating for not killing. Don't remember if that's true for the other games. It's not that killing is necessary bad, it's just way easier when all you have to do is shoot someone in the head.

Do people actually attribute Stealth to having to be lethal? I love games that give me the option. If I can help it I will avoid enemies altogether but when I can't I opt for the most non lethal route possible.

Non-lethals are usually harder to pull off and it also just allows an extra play style. More ways to have fun is never a bad idea for a video game.
