In shooters and fast action games, it's > 45, preferably over 60.
Metal Gear Solid 5, Killing Floor 2, Serious Sam 3... I have no problems keeping near-perfect 60fps with ~High settings.

I can get well OVER 60fps in MOST PC games. Don't forget there's well over 20000 of them. Even in the current "gen" games, I can achieve 60fps with no issues if I drop down a setting or two, but I don't really stare at a framerate counter when I play.
Also both 950 and 960 are 128-bit GPUs. There's very minimal difference between those two, and you can easily overclock 950 to almost match the 960 specs-wise.
There's no fucking reason to get a console. It's just hilarious how you first boast about "m-muh 60fps!!!", but at the same time want to push OP to buy an overpriced toy that can barely get 30fps in most titles.
Also that "benchmark" looks fucking fine. 40fps is more than playable, especially in as horribly optimized game as FO4, and that guy's playing everything on High, everything enabled. Just drop some LOD settngs and Shadow quality, and he'd be rocking well over 60 in no time.

You either get 970 or even 770 instead, or just deal with the 950. It's a fine card.
Also you're forgetting that the overall evolution of game graphics and their system requirements have significantly slowed down in the past 7 years. Just 6 years ago, a PC made a decade earlier would've been horribly obsolete. Nowadays, however, you could be rocking the same early core2duos / quads and Nvidia 8800, and still get the job done decently.

if you only play games that arent modern youre gonna be fine with stuff like hd 5770 because those games tend to cap out at 1GB vram even if you have a lot more they just wont use any higher.
modern games like multiplats on xbone/ps4 will consume a lot more resources compared to games that were only on x360/ps3 to the point where those cards just shit themselves
