Barrel length. Guns IRL don't do "damage depending on caliber" anyway, they sent bullets through your body which create different wound channels and fuck up your internals and basically it's more complex than subtracting a number from your HP bar. But that's too complex and not really fun for most people.

lazy attempt to add variety. And even that attempt's usually pretty useless, as all weapons in modern shooters are just bullet-hoses.

Just because the caliber is the same doesn't mean the damage is the same, barrel length and grain count can effect damage with the same caliber.

What should be more concerning is why different scope/sights effect damage and range.

guns do more damage based on bullet type, not explicitly caliber unless the round is excessively large aka anything at or above .50

hollow points create large wound channels as they expand, full metal jackets can shatter and create a lot of smaller wound channels inside the body, while a standard lead bullet will just tumble at best.

The biggest difference in power between bullets comes from barrel pressure. A .22 magnum fired from a 1 inch barrel is tremendously less effective than the same .22 magnum round fired through a 16 inch rifle barrel, and differences in pressure power like that determine whether a bullet has the capacity to penetrate an armored vest / completely pass through a soft-body, or whether the bullet and it's full force stays hits the soft-body target and spreads the full force of the impact throughout the body by not over-penetrating.

How many people know that the 5.56mm bullet fired from your standard Military rifle is actually the same caliber as a .22? The only difference between the effectiveness between the rounds is that a .223 (5.56mm) has a much bigger case that carries far more gunpowder and therefore more explosive force pushing it.

there's a good reason why it's called .223 in Murica. It was developed from the older .222 Remington cartridge, which some hunters still use today.

Similarly, the 9x19, .38spl and .357 Mag are all roughly the same caliber, just different size and types of casings and loads. Funnily enough, 9mm tends to have more velocity than .357
