PC sales for V would be insignificant because the fighting game player base on PC is insignificant.

I don't think this is that bad. Fighting games usually depend on long time consistent sales instead on relying on the first month and then seeing a massive drop like most games. For example, UMvC3 didn't do that great when it launched, but sales were consistent while it was out and it ended up having good numbers.
Mortal Kombat has always been more explosive in the US. It's more mainstream so there's nothing strange with this graph.
I think Capcom might have been expecting better sales, but this are not really that bad. I hope it does well because I love Street Fighter, but I also hope this might force Capcom to release it for other platforms since I only have an Xbone.
TL;DR: Fighting games don't rely on first month sales, they usually see consistent sales through their lifespans.
