GW works better as a metaphor about control, reality, and free will rather than as an actual character. So I don't think it's the best AI on this list, but it does serve its function.
Like the rest of MGS2, GW shouldn't be taken at face value.

GW mostly because it spent the entire game fucking with you, it wasn't obvious till sometime in the game who it was or that it was the main antagonist. Anyone who played MGS1 would know pretty quick something wasn't right but it wasn't until near the end you knew what.
