When people dumped games back then, the copier (a physical device that copied game cartridges) inserted a header into the file (a bunch of bytes at the beginning) that identified the kind of copier used, how many bytes of SRAM it used, and so on. Headers are a bunch of bytes appended at the beginning of a ROM (thus, header). This information is completely useless, it's just so prevalent on SNES ROMs because every copier software back in the day used this shit.
This isn't a problem in emulation because emulators just ignore the header (if there's one). This is a problem in patching/repros because the patching utility doesn't know the exact data to switch, just the address.
It's kinda like this: imagine if you're trying to change Ryu's Hadoken in SFII to be yellow instead of blue. You tell the patcher to "change address 3212AF to CE", not "change fireball from blue to yellow". If there's no fireball information in 3212AF, it will change whatever is in there to the value of CE.
