We have these in burgerland too they are called pawn shops. Drugs dealers take stolen items and rich Goys (Note, pawns of run by guys unless there is jewelry to be pawned)
Of course most of them are just broken junk lying around, but i've been in a few autism pawns like OPs.

Hard-off is a branch of the Book-off brand. They deal with mostly hardware (Consoles, watches, speakers, etc). I've got one not too far from my place.

New York actually. The stock really varies though the import section is pretty nice if you're into PSP and DS titles.
I don't have my shot of it but I was surprised to see Persona 1-4, SMT If...., and a couple Atlus titles behind a detolf with other assortment of games. All imports of coarse but it's nice walking by that. Also a lot of loose GBC, GBA, and DS titles behind some glass.
Prices for movies though are absurdly cheap
