Pretty much true. Although you can avoid the hacking by just using the EMPs. Level pistols first for chain shot though, actually makes stealth easier than levelling stealth... Shit's nuts OP.

The downside of Martial Arts is that you're not stealthed so you've got some fucking siren going off in your head the whole time.
You should try play the game 100% ghost anyway. You can even stealth kill 1 (2?) of the bosses.
