I don't bother with WaW anymore because all the populated servers are 64-players or have dumb rules like "sniper only" or "crouch only."

Yeah easily. You don't even need to buy the game, most of the servers are cracked, which makes the fact that hackers are few and far between even more surprising.

The game has multiplayer bots on local if you can't find a server. I find it quite fun to play with them.

I play MP on PC now and then, UK though. There is always this fucking Array 24/7 server, I hate it. There are normally one or two TDM servers with map rotation, not much more than that though an occasional FFA. Population UK/EU I'd say maybe 50-100 enough to fill a few servers but not much more. And it's not going to grow anytime soon, but probably won't shrink much.
WaW is still very alive on PC, I don't see why BO1 wouldn't be the same
