This isn't actually too wrong. Our eye's sensitivity drops exponentially with frequency. We can see high frequencies but very badly, and they need to be exponentially bright.
Google "critical flicker frequency". To see a flicker with a frequency of 30 Hz we need a brightness of about 200 Td. To see a flicker with a frequency of 60 Hz we need a brightness of about 30,000 Td.

I don't know where this meme came from, but as a consolefags I can tell you I notice a huge difference between 30 fps and 60 fps after 60 is when I don't notice any difference at all. I also don't notice much of a difference between 720p and 1080p, there is but not as much as people make it out to be. At least for me
