Make it about Raiden between 2 and 4.
Cut down the story missions to a dozen of the most important story missions and all the filler missions become side ops.
Make those story missions focus on infiltration in large bases instead of dicking around in the open world, lengthen them into 2 hours long or more and you cannot replay individual missions, the entire story must be done in a single run.
