They didn't. The characters in 12 weren't actually sexy. Fran was the closest they came, but their design teams did something horrible to the faces and the fleshy parts didn't have a really natural look to them. The anatomy was weird.
Other reasons the game sucked was that the pacing was terrible, the protagonists were unlikable, the license system was tedious without really adding much. Having such limited control over battles made it difficult to feel invested in them, and there were a lot of other issues. When I tried playing this, I instantly got lost down an endless stream of sidequests and eventually couldn't even remember what I was supposed to be doing anymore. Something about a revolution.
I didn't like because of the fighting system and because you could completely remove 3 character of the team and would make no difference in the main story.
