My guess is, he is using the layer info to decide what should be forward/backward. From there it's just converting each pixel into a 3D object and assigning a z-coordinate based on its sprite layer.

For other commenters: the reason it looks bad in some spots is because not every game uses layers the same way. The creator should use some special file with each game, telling him which layers need to be pushed back and which should be brought forward. Then every game will look as great as that Megaman footage.

yeah, you could probably use hi res textures, but the game still works at a low res so slow moving objects will still judder about when viewed in hi res.

pic related is a 2 to 256 color emu from 1999, runs 8 simultaneous copies of the game each with modified 1bit graphics then added together to make 8bit

Maths and shit. Basically you take a background sprite layer pixel, multiply it my a matrix and you get its new position in "Mode 7" form. Bit by bit, this produces a transformed version of the layer that stretches out toward the horizon.
