Depends on your definition of hell. Philosophically speaking God is a direction towards bliss and perfection. It gives us sense of purpose and life. It can be a personified god, or something you see in benign and valuable. Hell is the absence of God. I don't think it technically requires monsters or sadism, but for most people it leans more towards chaos. Ultimately it could be just a cold, lonesome and utterly joyless place. Perhaps hell is a state of mind.
But the point is that you'd kinda want to make the best warrior in hell seem like it means business, instead of feeling like a big retard with a robot-arm.
