You can level up to around 65 in Normal/Veteran but there's not much point going that high, just start Elite if you play softcore and feel confident.

The forum is full of builds that are both Ultimate and Hardcore viable.
Making a build viable is a matter of getting enough hp and resists to survive the harder difficulties. Play whatever you want.

If you want to beat Ultimate without taking 600 years as you chip away every enemy for an hour, your build needs to have a Solider or a Nightblade as part of it, period.

Not dual wielding guns in a Fire Strike build is a mistake.

Are you joking? With the amount of defensive devotions available the only builds that use shields are retaliation builds or if someone likes how it looks.
Your HP in ultimate will behave like a yoyo because of all the regen and lifesteal.
