The elements lived on Azeroth before anyone else (even the Old Gods). Then some metal fuckers from outer space come and imprison them in parallel realms. Some of them want to kill everyone and take back Azeroth like Ragnaros and Al'Akir but others just don't give a shit like Therazane and Neptulon.
Either way they're kinda the lifeblood of the planet. That's why some peoples worship them.

The elements in the four planes are all from Azeroth since the Titans imprisoned them there. We don't know if the Titans stepped on Draenor and did anything there though.

Don't you know that Azeroth is now a Titan egg, the babby Titan absorbed about 90% of the fifth element. without it there to balance everything the element were in chaos. This is why the elements on Azeroth are so much more dickish than on other worlds.
