Feels like I prefer fun combat over narrative and storytelling. All I care about is combat, and Morrowind's combat is shit, and NV is pretty slow for the most part.
It's both, but does its roleplaying better than its combat. Fallout 4 has great mechanics in comparison; it's a shame 4 turned out to be garbage.

I don't ignore the rest of your post. All that stuff exists. However, it cannot truly be called an RPG because it is not truly an RPG. The combat mechanics, which make up arguably the largest single element of the game, are not RPG mechanics. They are shooter mechanics. It's not a question of "is it more an RPG than it is a shooter?" because it's not an RPG. That question presupposes that you can be an RPG without being entirely an RPG and you can't. It's a shooter with RPG elements.
The only real argument is VATS, and I personally think that VATS is so useless that it may as well not exist. That's my opinion though.
